​Refund Procedure

This refund procedure applies to all refunds in all situations for International Students. To be considered for a refund, International Students must submit written notice of withdrawal to the RIVER EAST TRANSCONA SCHOOL DIVISION: INTERNATIONAL EDUCATION PROGRAM.

Verbal notices will not be considered.

Notices of dismissal from the Program will also be in written form. This refund procedure includes all Tuition and Homestay Fees.

Only unused fees are eligible for refund.

 

 A. Refunds before the Program of study begins:

  1. A complete refund of the tuition fee will be granted if one of the following conditions applies:
    1. The student is denied a Study Permit by Citizenship and Immigration Canada. Proof in the form of the rejection letter from Canadian authorities is required.
    2. There is a serious illness of the student, or a death or serious illness of a member of the student's immediate family that necessitates the student remaining in his or her home country during the academic year of the Program. Proof in the form of documentation of the extenuating circumstance is required.
  2. A pro-rated refund of the tuition fee will be granted if one of the following conditions applies:
    1. If written notice of withdrawal is received thirty (30) calendar days or more before the start of the Program, RETSD will retain the $1,000.00 tuition deposit.
    2. If written notice is received less than thirty (30) calendar days before the start of the Program, RETSD will retain $2,000.00 of the Program tuition fees.

B. Refunds after the Program of study begins:

  1. A pro-rated refund of the tuition fee will be granted if one of the following conditions applies:
    1. There is a death or serious illness of the student, or a member of the student's immediate family that necessitates the student returning and remaining in their home country during the academic year of the Program.
    2. The student and/or his or her parent(s)/legal guardians(s) become a Permanent Resident or Refugee during the academic year of the Program, become a River East Transcona resident and the student is attending a River East Transcona School.
    3. The student's parent(s)/legal guardian(s) secure a Work Authorization before 30 September of the year of the Program and become a River East Transcona resident and the student is attending a River East Transcona School on 30 September.
    4. The student's parent(s)/legal guardian(s) secure a Study Permit before 30 September of the year of the Program, are enrolled in an academic degree or diploma program at a recognized postsecondary institution during the academic year of the Program, become a River East Transcona resident and the student is attending a River East Transcona School on 30 September. Quarterly attendance reports and grade transcripts must be submitted.
    5. If written notice of withdrawal is received after the Program of study has commenced, is within 10% of the Program study's duration, and is for reasons other than those listed in 3 (a, b, c or d), RETSD will retain 50% of the total fees due under contract.
    6. If a student is dismissed within 10% of the Program's duration, RETSD will retain 50% of the total fees due under contract.
  2. No refund of the tuition fee will be given if any one of the following conditions apply:
    1. The student withdraws or is dismissed after the deadlines listed in 1 (c, d, e & f) have passed.
    2. The student is dismissed from the Program because of:
      • A violation of the River East Transcona School Division's Code of Conduct.
      • A serious breach of the Homestay guidelines set out in the "Homestay Program Guidelines for International Students".
      • Abusive behaviour toward other students or staff.
      • Holding a paying job.
      • Driving without a driver's licence.
      • Unauthorized travel outside of Winnipeg.
      • Not maintaining the required course load at school.
      • Non-attendance at school without valid justification.
      • The student will be entitled to "Due Process" and each step will be documented and copied to the student and to his or her parent/legal guardian for the above-listed violations.
    3. The student is dismissed from the Program because of:
      • Engaging in illegal activities such as forgery, theft, etc.
      • Engaging in non-accidental destruction of school or other property, etc.
      • Using and/or trafficking of illegal drugs.
      • Using alcohol excessively and/or under the age of 18.
      • Please note that engaging in any illegal activities, that is, breaking the laws of Canada, may result in immediate dismissal from the Program. The reason(s) for dismissal will be documented and copied to the student and to his or her parent/legal guardian for the above-listed violations.
    4. The Study Permit is revoked by Citizenship and Immigration Canada for just cause.

C. Homestay Refunds

  1. In the event that a student leaves a Homestay mid-month but remains in the Program and the Homestay fee for the complete month has been paid, a partial refund will be granted. This refund will be pro-rated, based on each day the student was at the Homestay during the month in question. A refund will be made once the Homestay parents have acknowledged that they have been reimbursed for all outstanding debts.
  2. If a student chooses and is granted permission to travel, the Homestay fees will not be pro-rated for the time the student is away. Full payment for the month is required.

D. Non-Refundable Fees

  1. The Application Fee is non-refundable.
  2. Medical Insurance Fees are non-refundable.
