COVID-19 Onsite Rapid Testing Program

 Welcome



 Who?

All staff who may / will have direct, frequent and ongoing contact with K-12 students must provide proof of vaccination or undergo testing.   This includes:
  • teachers,
  • educational support staff,
  • school administration staff,
  • custodial staff
  • bus drivers,
  • lunch program supervisors
  • crossing guards,
  • clinical and health care related occupations in schools,
  • Other, based on specific individual circumstances

All volunteers (e.g., coaches) and practicum students (e.g., teacher candidates, EA practicum students) must provide proof of vaccination or undergo testing, even if the nature of the volunteer duties involve short term and infrequent contact with students. 

  • Employees subject to mandatory testing will be notified by the Human Resources Department on Tuesday, September 28, 2021. 
  • If a principal or supervisor has employees who are subject to mandatory testing, they will receive a list of said employees from the Human Resources Department on Tuesday, September 28, 2021.

Please note that the guidelines are subject to change based on Public Health orders and directives from https://www.edu.gov.mb.ca/

All participants subject to this rapid testing requirement will be contacted individually, directly and in confidence.

Collection of personal health information will comply with the provisions of the Personal Health Information Act

Please know that our request is in accordance with the Public Health Order issued on September 24, 2021 which states that educational workers including teachers, educational support staff, school administration staff, custodial staff, bus drivers, child care staff working in school-based early learning and child care facilities, clinical and health care related occupations in schools; volunteers; and post-secondary practicum students, are required to provide proof of full vaccination or submit to testing up to three times per week.

This rapid testing program will operate out of the following location:

760 Kildare Avenue East
(Corner of Kildare Avenue and Redonda Street, Transcona)

Visitor parking lot directly south of building main entrance along fence line of Murdoch Student Parking Lot.


Please enter and exit using the main entrance door.


Participants can expect to be greeted at the door by a person that will sign them in and provide assistance and direction to help make your appointment run smoothly.

 When?

Test Kit Pick Up (As of 2021-10-06)

ETSD will supply each employee subject to mandatory testing with a testing kit.  Kits and test attestation forms must be picked up from the Pandora Room at the Kildare Student Services Unit when the onsite testing sessions are operating. See Site Testing Operations below.

Scheduled Weekly: Wednesday, Thursdays and Fridays

First Appointment 6:15 AM

Appointments in 15 minute blocks accommodating 4 - 6 people per block

Last Appointment 8:00 AM

  • You can only book 1 week (Conference) at a time

  • Booking start for each week begins at 8:15 AM on Fridays, for the following Wednesday, Thursday and Friday.

 What?

Guidelines

These guidelines have been developed for employees and people in RETSD who are subject to mandatory testing.

  • Onsite testing and test kit distribution will occur at the Kildare Student Services Unit located at 760 Kildare Street

Employees subject to mandatory testing must complete three rapid tests each week:

  • Two rapid tests self-administered at home
  • One rapid test, self-administered on-site with designated supervisor


The three tests must occur within a seven-day window with the third test occurring on-site. With respect to timing of the tests, the employee must have a negative test result in the 48-hour period before attending work. Examples of appropriate testing schedules for an employee who works Monday to Friday are as follows:

▪ On-site – Wednesday; at home – Friday and Monday
▪ On-site – Thursday; at home – Monday and Tuesday
▪ On-site – Friday; at home – Monday and Wednesday

In the case of a positive test, do not go to work.  Let your supervisor know you will be absent, isolate, and make plans to get tested at a public site and comply with public health guidelines.


Onsite Testing Procedures

  • RETSD reserves the right to ask any person in the testing protocol to produce their latest home test strips at onsite testing.
  • Employees do need to bring their attestation forms to their scheduled on-site tests and attest to the 2 home tests.

  • RESTD has engaged a compent person who will act as the designated supervisor for the on-site tests.  We estimate that you will need 15 minutes to administer the test under her supervision and to wait for the results.  Allow yourself 20 minutes to be certain.


Records and Documentation:

Employees must submit their weekly attestation forms by 10:00 a.m. every Friday.  Full time and part time employees can submit their forms to their respective principal or supervisor (those working at multiple locations should submit a copy at each location).  Casual employees and substitutes should scan and submit their forms to hr@retsd.mb.ca.

Employees will need to schedule an appointment through Conference Manager to book their onsite test appointment.  Please see the video and attached guidelines for information on scheduling your appointment in the How section below.

 How?

Preparation

All program participants will be contacted prior to the start of the onsite rapid testing program start date of October 6, 2021 of their obligation to participate.

Participants will be provided information at or around that time as to when they can pick up testing kits at Student Services - Kildare. Distribution will be on a first come, first served basis (i.e no need to appointments to pick up test kit supplies)

IMPORTANT: Participants need to set up an account in Conference Manager, an appointment management software, to schedule appointments to attend the onsite rapid testing program.

Booking Note: Conference Manager does not allow conferences (which are sets / grouping of sessions) to run at the same time. So, participants can only book appointments week to week. New conferences open for booking on Fridays at 8:15 AM and will stay open for bookings all the way to the following Friday at 8:00 AM.

COVID-19 Rapid Test Kit and Testing Instructions

All program participants will be perfroming rapid tests on themselves. Staff at the onsite testing program will be observing and assisting participants, but will not be performng tests on people. RESTD has engaged a nurse who will act as the designated supervisor for the on-site tests.  We estimate that you will need 15 minutes to administer the test under her supervision and to wait for the results.

Screening, through the use of rapid detection tests (RADTs, or rapid tests), can potentially identify positive cases of COVID-19 and help reduce the spread of the virus and prevent outbreaks.

Abbott Panbio Brand Rapid Test Kits


IMPORTANT: The Panbio Guide has been revised to clarify which swabs should be used to administer the rapid tests—only the additional swabs sent by the MDA (flexible flocked swabs) should be used for self-test and not the swabs that are included in the kit itself (nasopharyngeal swabs).

Potential Hazards:

Ensure application of Provincial Health guidelines for health and safety of employees during the COVID-19 pandemic.

Personal Protection Equipment (PPE) or Devices Required:

·         Medical Mask

·         Eye Protection or Face Shield

·         Impermeable latex gloves

·         Medical Gown

LRSD employees who are not fully vaccinated must undergo rapid COVID-19 testing three times a week in order to enter LRSD schools and facilities.

 

·      All employees must be in good health prior to attending a work site. Using the online COVID Screening Tool  staff must self-monitor daily for signs and symptoms of COVID-19. Staff who have any cold-or flu-like symptoms must stay home and isolate. If you have any signs of illness or are not feeling well, you must stay home. Individuals should self-isolate and not enter schools/facilities if they:

s  Are experiencing cold or flu-like symptoms or any other COVID-19 related symptoms

s  Have travelled outside of Manitoba in the previous 14 days and are not exempt from mandatory quarantine (Quarantine Exemptions).

s  Are a close contact of a confirmed case of COVID-19

s  Are awaiting a COVID-19 test result

·      Upon entry into the facility, testing site staff must immediately sanitize or wash their hands and don all required PPE.

·      Testing site staff will mark the attendance of each employee upon arrival and then they will be advised of what station to attend.

·      One test will be distributed to each employee and they will be instructed on how to fill out the online attestation form while waiting for the results.

·      Testing site staff will monitor self-administration of the test to ensure that the sampling procedure is completed effectively.

·      Once the employee has received the results (15 minute wait), testing site staff will verify the resulsts. Testing site staff should never touch the conducted test or its components.

·      Employee will enter the results into Tyler using the computer provided or their personal cell phone.

·      Testing site staff will sign off on the employees test results in Tyler using there own personal device.

·      If the test is negative, staff member can proceed to work for the day.

·      If the test if positive the onus remains on the employee to immediately self-isolte and seek confirmation of test posivity at the nearest Provincial Public Health testing site at the earliest possible time.

·      If the test results are inconclusive, the staff member will conduct a repeat test.

·      Employee is required to sanitize their testing station before leaving.

·      Employee will dispose of the administered test in the biohazard disposal box and sanitize there hands before leaving.

·      Custodial staff will call to have biohazardous disposal box removed from site by a licensed company as required.
